NO intelligent seller will take paypal on a local pickup either. Bidding prices are not negotiable. Neither are shipping fees. If you don't like the either price, you do NOT bid. The bid price and the shipping price are two different figures, which are added together to determine the amount that the buyer must pay.
If those two amounts are about the same, that is just a coincidence. You cannot ever place a bid for less than the opening bid amount. If you want to pick up the item to avoid paying the shipping cost, then look to see if the listing also offers "Local pickup" as an option. If it doesn't then you should contact the seller before you bid, using the "Ask a question" link at the bottom of the listing.
The seller determines the starting price and also lists a shipping cost. If the item is not listed for pick up, the seller does not want to deal that way. You could ask if the seller is interested in selling it for pick up, using the ask seller a question, but that would not be likely to affect the listed price the seller wants.
A buyer pays both final price and shipping. The starting price of an item on eBay is just that, the minimum amount the seller will take for the item. Don't be surprised if they refuse.
